- CVE-2026-6471: logical decoding: only libraries listed in the new
output_plugin_libraries parameter (default 'pgoutput, test_decoding') may be
loaded as output plugins by REPLICATION users; installations using another
output plugin must add it to that parameter and reload the configuration
